Check emergency lowering valve not open.valve bank is under plate on reach carriage
The relief valves are on the main control valve. The lowering valve might be in a more convenient spot.
First time to work on one of these lifts. Is there any information on locations of these valves?
Check emergency lower valve just for sake of eliminating
Hydraulic tank is full. Not sure where the pressure relief valve is located on this lift. I do have pressure gage i can install and check pressures.

I would make sure there is enough hyd oil then pull the pressure relief valve to see if it is damaged. If not you will need to hook up a pressure gauge.
