Tube/flap poking out

I installed new tires, tubes and flaps on my old dually lift, aired them up to 110# and noticed the tubes/flaps are poking through the valve stem hole on the rim. Is there an issue with that? Do I need some kind of washer or insert? There was none on the old tires/tubes. Thanks

Thanks! I wasn't sure about the pressure. Tire reads "max 125 psi". I just figured 110 was a reasonable number. I'll deflate them. The lift max cap is only 5k so, maybe 90 would be enough for me too.

If you're talking about a bulge of like a quarter inch or so, that's pretty much normal. The flap will keep the tube inside where it belongs, assuming the flaps weren't incredibly thin and flimsy. Some tubes will come with a metal washer built in around the valve stem but there are no plates used to cover the valve stem cut-out in the wheel.

I don't know if you need 110 psi though, unless you're always lifting max load and the front end drops when you lift a load. I have a bunch of Hysters with dual 700-12s and I like to keep them around 90 psi max. They wear out in the center even at 90.
