Toyota 8FBCHU25 Error Code 31-1 & 31-3

The operator changed out the battery on a Toyota 8FBCHU25 60677 and the 2 codes (31-1 & 31-3) showed up on the display. I looked in the repair manual that I have but these codes are not listed. Any help and direction would be appreciated.

Thank you for your insight on this, very appreciated.
I found some corroded and broken wires that I need to address first. I am also looking into a new wiring harness in case this one is to far gone. I will definitely look into your suggestions if I still have a problem.

low voltage at start up in traction or material controller ,check if status led at same controller are ok, check fuses. if two controllers are ok and voltage of the battery is good 50-52v (if the key start on the voltage are must between 52-50v) problem with cpu
