Toyota 7FBEU15 Hydraulic problem

Hey guys, I'm having an issue with a Toyota 7FBEU15. I have no hydraulic functions. I have steering but no functions. I don't have any codes and the truck travels fine. The motor runs and the pump is working. Any ideas? I have tried to adjust the pressure relief valve on the manifold but it does'nt make a difference. One thing that I see on the display that I don't believe has anything to do with it is
! TO OPERATING POSITION !
this does go away when the seat switch is depressed. Any help or ideas would be appreciated.

Yes it seems like the pump just jitters a bit when you move any lever.

Did you ever find a solution to this problem? Unit i have is doing same thing, just jitters a little bit when you move the levers or any hydraulic functions?
