Compliance with transporting cylinders for filling.

I am hoping someone can help me find specific rules and regulations for questions I have on filling fork truck propane cylinders.
Scenario: We have about 5 cylinders UN1978 DOT 4E240 WC-80.0 LB TW-21.6 LB cylinders.
We have a van or a box truck with completely separate storage section from the cabin.
Question: What requirements must we follow for when we bring them to our local propane shop to get them refilled.
Concerns:
Number of tanks allowed?
Total capacity allowed?
Specific tank capacity allowed?
Vehicle types allowed?
Is venting required?
Is venting not required if it is in a box truck separate from the cabin?
When is placarding needed?
Is a manifest needed?

Venting is good. Dont smoke. Stand cylinders with valves facing roof of vehicle and don't let them topple over

Constantly Lifting The Standard!
I've done a bit of research into this and they may be designated as Material of Trade (review 49 CFR 171.8 and 173.6) if the aggregate gross weight of the cylinders on the vehicle does not exceed 440 pounds. Each cylinder may not exceed 220 pounds, gross. The cylinders would need to marked with the hazardous contents. The vehicle driver would need to be informed of the hazardous contents. You would not need shipping papers or vehicle placards.
