Mast Leaking Down

We have re-packed lift cylinders,changed valve body, changed flow regulator valve. When mast is at full extension it will hold,however,when we lower mast partially,it will drop approximately 2-3 inches and hold. Lower the mast some more and it will drop 2-3 inches and hold. It doesn't do this in any particular spot in the mast,just
random spots

Did you do all this work for this symptom or was there something else wrong & now this challenge popped up?

What upright is installed (simple, triple, full free lift simple, etc).
