Forks lowering problem

So we replaced the main control valve on a 2012 model. Had to put a section from the old manifold onto the new one because they only sent a 3 function but assumed that everything would work fine. Put everything in, go to start it up and start going through the functions. Now we have a problem of every function will work, except lowering the forks. We found that the only way to lower them is to either rev up the RPM's and then bring them down, or actuate another function along with pushing on the forks down lever. We've checked the micro switch underneath the spool that leads to a solenoid block underneath a fuse panel on the right side and the switch is good because you can hear the solenoid engaging. We've checked the relief valves. The primary relief valve is 250 psi under what it calls for in the manual but we've tried adjusting it and there hasn't been any change. We're at a loss, so any direction on this would be extremely helpful.

This is an open center valve. I believe that the only way to restrict lowering is some thing in the lift/lower valve section.
