the lights flashing on the charger is a tell tell sign that the charger is seeing the battery, it will initialize the charger when the battery is pluged in. Yes have your electrician check the power fuses on the A/C power circuit. This could be the reason why it is not turning on.

Charger is plugged in correctly. Have power to the charger. When power is plugged in, the indicator lights flash up and down twice and then the lights go off. Charger should come on but the yellow charging light does not turn on, or does the meter indicate any charging, and there is no sound.

Seems like there isn't any power after the initial flashing. Checked the small 5 amp fuse and it looks ok. Don't have a way of checking the big fuses at this time. Have an electrician buddy of mine coming in a day or two. Thanks, Joe.

Some people accidentally plug the charger into the forklift recepticle instead of the battery plug. If you aren't one of those people, next step is to see if there is AC line voltage to the charger and the fuses are good.
