parking brake

Can anyone help with how the parking brake works on a truck like this. It is in the transmission and the shaft turns to apply the brake. The parking brake doesn't even try. I can't seen to picture how this works inside but I don't want to take the transmission out if I don't need to. I have removed the directional valve hoping to see something but it reveled nothing.. Any help wouls be appreciated...
