4.3 spectrum, will not rev up beyond 1300 rpm after that bogs downs badly. can hook up psi program no codes,comparison to good sister truck identical untill rpm reached.new distributor,cap,rotor,plugs,and wires.fuel system has been swapped with sister truck no change. any ideas. governor swapped out with sister truck no change

Sounds like an issue that was common a few years ago, the gear in the governor motor broke, replace the governor. Its bogging because its suking the plate back closed due to it just flapping around.
