I hope you have this resolved by now, but I can suggest a few things to check. Need to verify the throttle sensors at the pedal are reading correctly. They have two signals that are sent. One should be twice of the other. If one is sending 1.5 volts the other should send 3 volts. Since you have changed the filters, have you checked the tank for contamination. Pick up tubes can get clogged and only allow enough fuel to idle but not run. Make sure the breather is not clogged. Had a 6.7 Cummins that would cut off at full throttle due to clogged breather. Though I would expect the engine to accelerate for a short period, then start bogging down. Also, check all fuel line connections and connectors. Have found screens installed that are not listed in parts. These need cleaning time to time. Good Luck.
