Forklift won’t lift past the first stage

Electric forklift won't Lift past the first stage with 2 loads(it has a single double attachment). Any ideas? I'd appreciate it

check the main relief pressure, should be 2630psi.
if that checks ok then i'd pull the center cylinder rod assy out and check the safety valve in the base of the rod, they are bad about coming apart and causing many lifting and drifting issues.
