Cannot Raise or Lower Forks

1998 426FGCU25. Ser no 67740. No response at all when the raise/lower handle is used. This is a purely mechanical setup with no electrics involved. I can see the handle moving the spool in the oil control valve up and down normally.

What is really puzzling is that the forks would not lower with the engine off, as it normally does.

Got it working. I operated the tilt function a couple of times, once hard against the stop and then had the tilt operating while raising the forks and everything went back to normal. I will be changing the fluid.

What might have been the problem? Is the issue going to reoccur?
