Starter Pinion not engaging Ring Gear fully

4Y engine. Toyota number for starter is 28300-22003-71. Denso number on the starter is 228000-4374. Looking at the wear marks on the pinion gear and the ring gear shows that only 60% of each tooth, on both the pinion and the ring gear, engage. Pinion throw is 13 mm.
Has anyone come across this issue?

Your Part number is incorrect for the starter
28100-20553 RF is correct. It is a genuine toyota reman. Fits all 4y engines. Someone may have goofed along the way and got a automotive one mixed in.

Ring gear is still good and the engine cranks over well. I am just concerned about the incomplete engagement and was wondering if there was another starter available which would provide more pinion throw or if there was a modification I could do on the starter which would provide more throw.
Starter is mounted straight on to the bell housing, with no spacers in between.

starter ring in transmission box might worn too much. chance it. remove motor backwards as much it moves. transmission box moves just so much that you can change the starter ring.
