Freeze Plug? Or some kind of vent?

Greetings!

We're bringing back to life what appears to be a Clark Yardlift - We had everything running great, then ran into a problem with a seal breaking on the left-hand side of the motor, towards the front.

It looks like there should be a freeze plug in this cavity, but it is more convex in shape - probably some earlier repair? Continental flathead.

Is there 2 more holes at the same height along the side of the motor? If so, then that probably is a freeze plug. Freeze plugs can be shaped like a dish or like a cup. Since that hole has no ledge in there to stop the plug from going right into the water jacket in the block, it should have a cup shaped plug. Auto parts should have them.
