Hydraulic problem

All hydraulic functions work fine except that it lowers much to slow, what controls the flow when lowering (where is the flow control valve located)?
With lowering too slow being the only problem, do you have any thoughts on whether it is the safety valve or the flow control valve?

Thanks for your time to respond. I will try the flow control valve first and if no change, then the safety valve.

Flow control in the main valve is a guess.

The flow control valve is on the top of the control valve in line with the lift spool. It has a screw and lock nut sticking out. The safety valve, in case a hose ruptures, is at the bottom of the right side lift cylinder.
