slow travel both directions

hello everyone, needing help on a 7HBW23 S/N 26246 Unit is running slow. i began with hooking up a curtis handset to the controller. throttle percent wide open shows 20% if i change the parameters to full speed on p 01 thru p4 it shows 40% wide open then of course runs a little faster. replaced tiller card and had toyota program card. with the new card installed i get the same results. the handle harness is new also. wiggled wire harness to the controller and nothing changes. What could problem i though the card would fix it.
