SJIII 3219 steering problems

I have a Skyjack SJIII 3219 scissor lift. The problem I am having is it doesn't steer while the lift is in motion forward/reverse. If it does steer it's very slowly. You have to play with the joystick to make this happen. Do you think the joystick is bad, but while not in motion the steering works, forward/reverse is fine. Thank you for your help.

I thought it was battery. I replaced all four batteries with new ones.

What is your battery voltage when doing this.
