Safe Mode- No Code

I have a unit that intermitently goes into safe mode. The dash displays the exclamation point symbol with the propane light. The propane tank home switch is good. The park brake switch is good. I have replaced the VCM, Ecm, Meter panel And fuel system. Laptop displays consistent fuel pressure at 33psi. No codes. Thinking of replacing the wiring harness next.
Any ideas?

Serial # 9H3369. It still lifts but slow when in safe mode, still tilts normally. Seat switch is confirmed as good.
when in safe mode it just has the two lights flashing and will not throttle up. when it is idling it idles perfectly. The regulator has been swapped to a sister unit.
It will drive but with no throttle.

I that 33PSI or 3.3PSI fuel pressure,does this have the NIKKI regulator on it? What is the Serial number of the truck? can You Describe what it does when it goes into this safe mode? Does it lift and tilt? Does it drive? Did you check the seat switch???
