I don't think low fuel pressure would cause that. I would check to make sure the throttle is opening all the way and the ignition timing.

"Unicarriers - it would have to be for a dual fuel unit also. Usually a bad cam or crankshaft sensor will throw a E-27 or a E-28 code on the dash panel... If it does not light up and the bulb is bad then it will not start also."
