well a loose vacum line could definatly cause the engine to not run correctly and could make it run rich creating that smell you seem to be having.

reconnect the vacum line and see if that fixes it?
if not then you have other issues that need to be addressed.
try cleaning the mixer
check the air/fuel mixture and adjust as needed
a tune up?
