E-31 is for the electronic actuator throttle control signal circuit malfunction.....basically is for the DC Motor inside the electronic throttle body....if you repaired wires the maybe this was one of them.......Yes if the truck has and OBD II Style connector under the cup holder then you can use it to clear codes on it with an automotive style scanner....not all trucks will have the connector tho
