If you are not getting a click sound when you pull the handle down, and turn the throttle, the jack isn't turning on. There is a switch on the handle that tells it handle position is good to go. Sometimes you can move the handle through it's entire range little by little turning the throttle and find a place it works. Also called a dead man switch on some models.
