Oh, the contacts were all melted. Had to replace it. Once the silver contact tips gets melted away to the copper base, it will just continue to stick and give you the same problem.
I have had this happen before and the lift solenoid is stuck closed. Tap on the solenoid to see if you can get it to open up.
I just replaced the forward reverse contactor in this PE3000. The reverse set was completely fused when it came to me. Crown doesn't make a contact kit anymore, had to buy a new forward reverse contactor. 200$, not so bad for something that lasted 20 years, this machine was manufactured in december of 94.
yeah, engineers are so smart... lets use a vibrating part as a terminal strip to save money on 8" of wiring! i bet someone got a promotion for that glorious idea!!
Lol Stam, I'm looking at my crown PE3000 series pallet jack, has the same setup for the horn b- to the ETAC Card. Wish I could post pictures.
check your wiring, make sure etac is plugged in and ohm out cabeling from etac card to traction controller. red wire on etac card comes from your keyswitch, black wire goes to battery negative. green and white are can bus into traction controller.
i have had a broken wire on the horn cause this before... they use one of the horn spade terminals to bridge b- to the etac card... stupid. (wire #40 should have 2 wires into horn terminal)
Start checking for loose connections/broken wires then. Does this truck have an ED Contactor? (Electrical Disconnect) When you turn the key on it powers up the coil on the contactor and the contactor pulls in and powers up the rest of the truck.
Raymond Pallet Jacks controllers steadily blink one blink every second then that is normal with no faults. If it blinks 7 times rapidly, pauses then blinks 3 times rapidly and repeats. That is a fault.
Just checked the 2 glass tube fuses and the one inline fuse and those are all good.
There is just the red rocker switch and turnkey. No keypad on this one.
How are you turning it on? Does it have a keypad on the back of the handle?
Red rocker switch is epo. If keypad fitted usually #1 then green button will turn it on unless someone added a pin #.

Forkdoc the lcd on the handle will not even power on to show any fault codes. Only thing it does is the traction controller has a steady blink and there is power to the key switch.
How do you know it has a good traction controller?
Use your voltmeter with the Min/Max...turn on truck, does the min voltage go under 19 volts for a split second?
is lift showing any fault code? this problem usually goes with E115. pc contactor is burnt.
