No Travel Alarm

Lift has a travel alarm pre-installed, it was was working, now it isn't. Checked all the settings in access 1, swapped out k15 relay with new one, the relay clicks when you move lift when platform is up in the air, checked wires, replaced cracked green speaker wire, solid red wire has 28v going to k15 relay from CA202-3. TP12 has 28v. FU4 fuse is good.HN2 speaker has 1.8v going to it, even when K15 relay is active.
