No forward or reverse

Hi
I have an old Clark GPM 17 serial no M265-2032-GEF 7455 that has lost traction. The customer said he was going in reverse and braked then selected forward and then nothing. When I arrived on site I checked the Inching pedal linkage, and the adjusting rod came off. Also the inching pedal did go back up and I reattached the rod and tried the truck jacked up. After applying power the wheel moved slowly, I changed the direction lever but the wheel carried on going in the same direction. Has anybody experienced anything like this, or have any suggestions that may help?
