nikki vaporizer

I have a inline Nissan engine with a tb45 inline 6 cyl engine that is getting too much fuel to the fuel injection I put a kit in the vaporizer and still too much fuel. it has a electric full shut off. I removed the bowl on the fuel shut off and found it full of metal like powder. could does that shut off valve a restricter valve built in side of it.
