Mast drift

Got a confusing one here. Toyota 7FGU15 serial 60493. With around 1,000 lbs. on the forks it will drift down at a speed of about 12" per minute. If I shut off the key it stops. And what's really confusing is if you tilt all the way back it will stop drifting until you use the mast again. I'm pretty certain it can't be the lift cylinders as it wouldn't stop by turning off the key.
