LPG refill

I recall years ago our forklift driver used to take the LPG gas bottle to the local servo to fill it up, said it was heaps cheaper.
Is this an illegal practice today. I know it is illegal to fill a tank/bottle that is out of date.

I am not specifically wanting to do this but just curious.
I understand there are possibilities of over filling due to exceeding the 80% maximum but there are 80% bleed valves (on my bottle any way).
Last time I filled up my bottle it cost 70$ but then it lasts me over a year anyway. (non comercial use)

Why is garage gas so much cheaper, they have to have it delivered same as other small depots so realy the big LPG supply depots should be cheaper than servos.
