Line Contactor not engaging

I have a problem with a Clark ECG358 forklift where the line contactor is not engaging after the seat and key switches have been closed.
Found out that the capacitors (1C) do not have a voltage across them. Has anyone had this type of a problem?

I'm suspecting a bad EVT100 control card

All fuses are good.
But if I push-in the line contactor to engage it manually for one second and then release it, the capacitors (1C) charges and after a couple of seconds the line contactor engages on its own and the forklift works normally until the key switch turns off.
