Hyster starting problem

Working on A Hyster H60XM, 1999 model 4 cyl. GM on Gasoline. Truck runs great, plenty of power but very hard to start! a shot of either works everytime. put a tune up kit on it, nothing. checked the fuel pressure and only has 2-3 psi. fuel filter restricted, changed and pressure went to 4-5 psi. replaced pump and pressure went to 7-10 psi. , closed off return line and pressure went up 1-2 psi? Was told I need 35 psi?? can anyone render some help?? Thanks Alan

That is what the vacuum line goes to correct? How do you trouble shoot it? Then of course how does it regulate the pressure and how would you go around it to see if it is faulty?
