Glow Plug Circuit

I am currently working with a Clark S35D forklift the driver drove the forklift with low or no diesel at all after he filled it up with diesel the driver told me it has a code SPN:676/FMI:5 Glow Plug Circuit. I have replaced the the fuel pump and fuel filters I have been looking at the harness trying to figure out what's going on I have replaced the glow plug relay tested all the fuses everything seems to be fine. It cranks and wants to start up but doesn't crank all the way.has anyone felt with this or have any way to guide me in the right direction?
