Error codes 33 &191

Both codes are related to Joystick issues. The manual states a 2.5 volt output reading on the X and Y axis hall effect switches. My readings show a 5 volt on both X axis, dropping to 2.5 when handle is moved to it's limit. Y axis reading is
.6 volts at rest, and rises to 2.5 volts when moved to it's limit. It looks, and acts as though the joystick readings I have are supposed to be correct, and so I am not sure if it is a misprint in the service manual. My readings are from my fluke, and not a handset, as I am not a technician from a Clark Dealer, and don't have access to one.
The issue with the machine is that it wont travel, lift, or tilt.
Any help is greatly appreciated
