Code E019

I have a tough one. Codes E019 at full acceleration FWD & REV. Jungheinrich control. Already glued the ribbon cables in the controller, swapped controllers with a known good one, removed L1, L2 & L3 cables looking for rub marks. The book tells me the controller sees a 15% variance in one of the phases. Checked the motor windings and short to frame- ok
Any ideas? Thanks
