Brake sticks either forward or backward

I have a Caterpillar DPL40 forklift and the brake sticks on after applying the brakes it sticks on either forward or backwards, one of the wheel is spinning while one is locked up. The brake pad and drums are brand new and hardware. I have loosen the tension on the brake adjustment but still does the same thing. Your input on this issue would be great.
