I have a Cat NOR30P, serial number 2LL-00846, that is currently showing 0% on the BDI even after charging overnight, which is not allowing anything except low speed to function. The vehicle manager shows a "10" in the display. Battery voltage is 24.67, drops to 23.45 during travel. Checked battery cell voltage and all are above 2.0. I also tried a battery from another unit and still have 0%. Any ideas???

pull the battery and check the specific grav on all cells
as edward said, make sure all fuses are ok
the code 10 has to do with being locked on to a wire (wire guidance) but detecting a fault while locked on
if you are not using wire guidance then make sure the switch on the console is turned off and that function should be disabled in the TMM.
with the code 10 active the truck will not run at full speed
there is a chance you may have an issue with the electronics in the steering or wire guidance control which would require more extensive troubleshooting (with the proper literature on hand)
Yes, all fuses checked good. I did both a voltage drop and ohm check because I've seen them pad one and be bad. What is Code 10?
checking voltage during travel is dangerous and not worth much in this sort of diagnosis. lifting takes far more current than drive and during drive there are other currents that happen at the speed of light (so your meter could not show them) that affect the reading you will show on your meter.
all that said, the flashing 10 on the vehicle manager is a far more important indicator of your problems.
1st, have you checked all the fuses on this truck, either by removal and ohms or by voltage drop on each side of the fuse?
