Hyundai 30D-7E:
35d-9 doesnt move forward or reverse

my 35d-9 with cummins doesnt move forward or reverse unless you partially engage the inching peddle. it feels like the brakes are applied. neutral everything rolls freely. What am i missing? seat switch good, all fluid full.
