2nd stage lowering

Have a lift and when reaching the 2nd stage and when you stop raising mast it will drop a couple of inches and stop. Also when lowering it will continues to drop a couple of inches when releasing the lowering valve and stop.
Could it be the bottom seal on the piston rod or the control valve?
