European equipment manufacturers have welcomed changes to the Stage V engine emission regulations.

In a joint statement, CECE (construction equipment), CEMA (agricultural machinery), EGMF (garden equipment), EUnited Municipal Equipment (municipal & road operation equipment), FEM (materials handling equipment); EUROMOT (internal combustion engines) and EUROPGEN (generating set) welcome the publication of Delegated Regulation 2017/654, Delegated Regulation 2017/655 and Implementing Regulation 2017/656.

These three pieces of legislation supplement Regulation (EU) 2016/1628 Stage V engine emission which entered into force on 6 October 2016 and is applicable from 1 January 2017.

Regulation (EU) 2016/1628 on Non-Road Mobile Machinery Stage V concerns emission limits and type approval procedures for engines installed or intended to be installed in non-road mobile machinery. It is also applicable to non-road mobile machinery where these engines are fitted. The new Regulation is set to reduce emissions even further by:
  • setting stricter engine emission limits,
  • introducing particulate number limits, and
  • extending the scope of the former NRMM Directive 97/68/EC by additional power categories.
"After the publication of the supplementing legislation, manufacturers are now ready to start the type approval process knowing the technical details defined in one implementing act on administrative provisions relating to emission limits and type-approval, in one delegated act compiling general requirements and in an extra delegated act covering monitoring of gaseous pollutant emissions from in-service combustion engines," says the joint statement.

"The new Regulation sets an ambitious timeline and it will remain a challenge to redesign the hundreds of machinery types and applications in the given timeframe. However, our industries are committed to making these necessary adjustments and contributing to better air quality in Europe."
