Brake not releasing

Hi new member posting here I have a Genie 2032 serial #20281. I am having a problem with the brakes releasing in the slow speed mode. The brakes release fine in high speed. We have tee into the brake line at the manual release valve and found we have 450psi in high speed and 200 psi in low speed. any ideas?
