Starting issue

So I'm new to this field I have a mitst lift with a 4.3L Gm engine I had to pull the engine. Long story short I pumped coolant through the carb and into the cylinders I got that squared away and everything cleaned up regulator carb plugs oil ect. Now I can get it to start 1 time and run just fine but if I have to shut it off it will not start again unless I pull the plugs and put them back. Any ideas would be greatly appreciated thank you
