Same meaning for the code but different diagnostics. Run test I29 (neutral steer pulses) it should quickly toggle between ON and OFF. If not attach + lead of your DVOM to JPT6-1 and - lead to JPT6-4 on the vehicle Mgr. With the deadman pedal up you should have <4 volts. If it does replace the VM and if it doesn't it's your steer amplifier or wiring. Usually it will be the steer amplifier.
