Looking for a little help have this lift truck.

During normal operation with seat belt fastened I get a code F16 and an alarm sound and I lose all forward and reverse functions.
If I operate it WITHOUT the seat belt fastened no codes or faults just the audible alarm for not having the seat belt fastened.
I checked the seat belt switch for proper operation and it seems good. I don't have a schematic to track this down and was hoping for a push in the right direction.
