Hydraulic Problems please help

Hi there
Ive just got myself a toyota forklift, she is very old but engine is all good. She has a 6 cylinder and can lift 3.5t. One problem when the engine is in idle the hydraulics dont work. You have to rev the engine a fair amount for the steering to work or move the forks. Is this a hydraulic pump issue. It has been sat without use for 2 years so my first plan of attack it to clean it all up and do an oil change.

get a pressure guage and test the pressure either at the control valve or T into the pressure line and see what pressure it is getting at idle and also at high rpm.

you could have a problem in the relief valve or it could even be something as simple as a clogged sump screen/filter in the hydraulic tank.
i would check those 2 things to start with

Have you tried to lift a capacity load? If it lifts the heavy load but does it very slow you have a pump problem.
