15 volts is all I have

started out as no horn found it only had 15 volts--
discovered that all contractors have 15 volts changed the battery out --It has 36 volts. The forklift runs. goes up and down sideways. I have continuity on all my cables any ideas on this issue would be appreciated

So even with a charged battery you have no horn, that's the issue?
