Trouble with big joe s22

Bought a big joe s22 from an auction. Does not power on. The curtis battery gauge shows nothing. When I plug in the charger, the light turns red and you can hear the charger fan working. Other than that, the lift shows no other sign of life. I changed the battery, checked the 2 fuses - large 150a and small in line fuse. I checked the emergency button and it shows continuity when up. I bought a new controller and nothing changed. Is anyone here familiar with these? What should I check next??
