Placing multiple pallet loads into standard pallet racking

Ideally, We're looking for either legislation or Standard's specifications that speak to if it would be acceptable to place multiple pallet loads into pallet racking. Our facility is located in the province of Ontario, Canada. (example: reg 851 or CSA standard for racking).

Other than only referencing such specifications that apply to our province, I would like to obtain people's professional opinions on the following scenario:

SCENARIO:
Our intent is to place one full tie / one full layer of boxes, of the same item on one pallet and stack these "pallet loads" 2 to 5 loads high on our receiving dock and have these put away into our VNA aisles with standard / stick racking by our Swing-reach / turret truck operators. These types of lifts have the operator go-up with the load (they can clearly see what they're doing). Each pallet would be individually shrink-wrapped. Our top beam is 42 feet (1280 mm) from the ground.

- We would be willing to limit the maximum put away height to the first 2-3 pallet levels...
- All loads fall under the racking's stamped weight capacity.
- No one other than the Swing-reach / turret truck operators circulate in these aisles.

These one-tie / one level pallets would be taken-down one pallet load at a time by Swing-reach / turret truck operators.
