as was said it may be mechanical binding
or.....
the most common cause i've seen is cylinder sequencing issues caused by a bad or damaged safety valve in the base of the cylinder which causes incorrect fluid displacement in the cylinders.

when you raise it all the way to the top , then lower it down and then raise it back up does it return back to normal sequencing for a while? this is the tell-tell sign it is the valve.
