when forks are raised they lower with being commanded to

almost as if the valve remains open however if you turn off the power the forks stop lowering
or if you double tap the lower potentiometer it stops

if the forks are up and you turn on the unit the forks will lower dramatically to the floor before start up finishes

new handle tried new system card tried as both are responsible

any wild guesses would be appreciated
