Looks like that is controlled by the Ignition 1 Relay in the PDM. This relay also sends switched key power to the VSM. I would check the harness in the overhead guard and check to make sure that it is not shorted to another wire. You could also removed the F9 Fuse for the ignition 1 relay. That is a basic run down that is quick and easy to check.
